摘　　要：扶贫顶岗实习支教是高等师范院校支持地方教育的重要举措,能否长期实施,地方政府起着至关重要的作用。厘清高等师范院校与地方政府之间的法律关系,考察实际运行情况,明确政府职责,是扶贫顶岗实习支教能否取得实效的关键。Replacement teaching practice is an important measure to support local institutions to higher pedagogical colleges and universities. In the teaching practice, the local government actually plays a vital role. Through the investigation and analysis of the actual operation, sorting out the legal relationship between normal universities and local governments, explicating the responsibility of local government is the key of whether replacement teaching practice can obtain the actual effect.
