摘　　要：现行宅基地使用权制度背离了统筹城乡发展的战略目标,其缘由是现行宅基地使用权制度本身存在着权利困境、价值困境及功能困境。要破除困境从而使其适应统筹城乡发展的战略,就必须重构宅基地使用权制度,重点是彰显宅基地使用权的物权属性,并构建起宅基地使用权流转机制。The institution of the current land use right of house sites deviates the strategic objective of planning the development of the city and the country as a whole, because of the dilemma of right ,value and function which exist in this institution. It needs to reconstruct the institution of the land use right of house sites, especially highlight the property attributions of this institution and then frame the transfer mechanism of the land use right of house sites.
