政府与高等学校的关系:从历史演变到未来趋势

摘　　要：概述了我国从古至今不同历史时段政府与高等学校的关系,在回顾二者历史关系的基础上,指出当前因二者关系处理不当存在的问题,从理论上阐述了政府与高等学校的正确定位,并对未来二者关系的发展变化趋势作了展望:政府宜宏观管理,间接管理,提供信息服务,创造良好外部环境,依法管理,而高等学校应在国家法规和大学章程规范下自主办学。The article briefly states the relationship between government and higher learning institutions in different historical stages from ancient times to the present in China. Based on the historical relationship of the two, the author points out the existing problems due to the improper treatment between government and institutions of higher education, theoretically elaborates the proper positioning between the two and anticipates the trend of the development change between the two in the future. The suggestion that government do the macro-management, indirect management, information provision, external environment creation and management according to law while high institutions follow the autonomy of running in accordance with state regulations and the university norms is provided.
