公立高校负债办学的成因分析

摘　　要：高校负债办学并非高校的单方行为的结果,而是国家高等教育跳跃式发展的必然,是高校、银行、地方政府共同作用的结果,同时与高校办学思想的错位也有着一定的关系。其中,高校扩招是负债办学形成的外部主因,高校办学经费短缺是高校负债的内在根源,国家政策鼓励和地方政府支持是公立高校负债办学的重要推动力量,银行信贷约束弱化和高校办学思想错位则进一步加剧了高校负债办学的困境。The public universities＇ running on credit is not caused by unilateral behaviors of the university. It is inevitability caused by China＇s enrollment expansion policy, an interaction consequence among public universities, banks and government, and is related to the dislocation of university guidelines. Especially, the policy encouragement and support form local governments are the main drive for this phenomenon, with the enrollment expansion being the external reason and lack of running funds being the internal one. Besides, the weakening of credit constraints and dislocation of running guidelines also aggravate the situation.
