摘　　要：治理理论强调公共管理主体的多元化和管理中心的多极化,该理论在中外合作办学实践中的意义就在于其为国际合作办学主体的确立和管理权力的划分提供了重要的理论依据。大学生作为合作办学中的重要主体始终得不到应有制度保障,势必造成对大学生合法权益的侵害,合作办学机构必须采取措施予以保障。Governance theory emphasizes on diversification of management objects and multipolarization of management centers in public management. This theory provides an important foundation to establishment and difference between the objects of international cooperatively-run schools and the power of management. The students who are important objects in running schools have not been protected so that their rights will be invaded. The organizations of international cooperatively-run school have to take measures to protect the legal rights of the students.
