后农业税时代民族地区乡村债务的现状及对策——以宁夏固原市为例

摘　　要：农村税费改革与农业税取消之后,乡村债务问题显得更加突出,严重影响了农村经济生活的稳定与发展,阻碍了社会主义新农村建设步伐。通过实地调研和访谈的方式收集了宁夏固原市乡村两级债务的数据,分析了民族地区乡村两级债务的现状和问题,剖析了债务形成的原因,探讨了债务带来的负面影响,提出了治理和化解民族地区乡村债务的建议。After agricultural tax-free reform and agricultural tax cancel, rural debt is more extend. It has been affected the stable of rural economics＇ life and the program of the new socialist agriculture construction. In this paper, we summarize the rural debt problem, analysis the cause of rural debt form discuss the results of an investigation in Guyuan of Ningxia province. Finally, the suggestions of resolve and control rural debt is presented.
