省管县域“农民学院”:返乡农民工再就业教育型塑——兼谈农村成人教育改革与发展问题

摘　　要：返乡农民工再就业问题,不仅反映了当前广大农民工融入城镇以及就业的艰辛与困厄,更折射出我国农村成人教育体系与农民工教育体系的缺失与缺憾,已然成为国家各级政府和社会高度关注的焦点问题。从科学发展观和"省管县"改革的视野出发,要从根本上解决农民工再就业这个重大现实问题,就有必要通过构建推展省管县域"农民学院",制定和推进农村成人教育改革发展的新行动纲领,创新农民工再就业教育模式,促进农村成人教育体系整体性变革,切实提高返乡农民工整体再就业能力。The re-employment issue of the returned migrant workers not only reflects the hardships and difficulties that the majority of migrant workers current into the cities,but also reflects the adult education system＇s short-comings,and has become a social focal point.From the vision of scientific development concept and ＂provincially managed county＂reform,to fundamentally solve the major problem of migrant workers＇re-employment,there is a need to promote provincially managed county ＂farmers institute＂,innovate migrant workers＇re-employment education,enhance the overall system of rural adult education,and effectively improve the capacity of migrant workers re-employed.
