摘　　要：本文分析了中小企业竞争情报应用存在的问题,运用复杂适应系统(CAS)理论分析认为中小企业竞争情报系统应该以构建动态竞争优势为主线。在此基础上,提出了一种基于动态竞争优势的中小企业竞争情报系统,同时探讨了其结构、运作机制及支持技术。The paper analyzes the existing problems in utilizing Competitive Intelligence （CI） in Small and Medium-sized Enterprises （SME） . Based on the analysis with the theory of Complexity Adaptive System （CAS）, the paper thinks that the SME CI system should give priority to constructing the dynamic competitive advantages. The paper proposes a SME CI system based on dynamic competitive advantages, and discusses its structure, operating mechanism and supporting technology simultaneously.
