摘　　要："二战"以来,美国联邦政府对高等教育的干预逐渐增强。如何向政府表达自己的立场,影响政府的决策,是美国高等教育界面对的重要问题。美国高校充分利用各种高等教育协会组织来统一意见,通过各种方式向政府传递呼声,提出建议,影响其决策,试图在满足国家需求和维护高等教育发展逻辑之间寻求平衡。Since the World War Two, American Federal government intervention in higher education has gradually strengthened. It has been an urgent issue how American Universities to express themselves and influence government decision. American Universities fully use higher education associations to unify their opinions, and convey their suggestions to influence government decisions through various ways, so that they can balance the state needs and their own development.
