摘　　要：第三部门指独立于政府和企业以外的第三种社会组织。20世纪80年代,随着市场调节与政府调节神话的破灭,第三部门在各国蓬勃发展起来。第三部门具有促进社会和谐、优化资源配置、弥补政府救助资金不足、提高社会救助供给效率、承担政府职能转移等功能。The third sector refers to the third kind of social organization independent of government and enterprise. In the 1980s, with the myth of market and government regulation shattered, the third sector developed prosperously in the world. It promotes social harmony, optimizes the allocation of resources, makes up for the lack of government relief funds, improves the efficiency of social relief supply, and plays an important role in the shifting of government＇s funetion.
