摘　　要：高校科研管理应向鼓励科技创新创业方向调整,这是我国经济发展的需要,是高校整体改革的需要,也是高校财政改革的需要。为鼓励高校科技人员创新创业,在科研管理的各个方面都需要进行措施配套。Universities＇ research management should be adjusted to the direction of emphasizing technologic innovation and enterprise-establishing, which is the need of China＇s economic development, the reforming of the whole university institutioni,and the reforming the university finance. To eneourage the university staff to undertake innovation and establish high-tech enterprise, we need to set relative measures in all respects.
