摘  要:人事制度是国家机器的重要部件,治国理政人才的培养是构建现代国家的重要环节。对经过长期斗争而诞生的新中国来说,社会自然无法为它提供大量的治国英才。军队作为社会中的先进组织,在长期的斗争中锻炼了军队干部管理国家的能力和素质,培养了大批治党治国的干部,成为治国理政人才的策源地,为新政权的运转输送了大批优秀人才,促进了新中国国家政治的成长。Personnel system is an important part of state machinery, and the cultivation of talents for managing state affairs is an important tache for constructing modern country. For new China that has experienced longtime struggle, the society cannot provide it with large numbers of talents for managing state affairs. As an advanced organization of the society, the army cultivates the military officers' ability and quality for managing state affairs in longtime struggle, and it becomes the cradle of administrative talents, which provides many excellent talents for new government and promotes the political development of new China.
