摘　　要：经过三年的发展，地方职业院校在加速学院转轨、提升办学实力等方面取得了一些成绩，尤其是在学院管理体制方面进行了主动探索创新。推行院、系两级管理既是高职院校迅猛发展的必然要求，也是其深化内部管理体制改革的重点和难点。高职院校在构建并推行院系两级管理的过程中，应该结合校情，坚持和谐发展原则，合理界定院、系两级职责权限、科学设计实施方案，完善监督约束机制、发挥考核导向作用，促进院、系的共同发展。After three years＂ development, in the local vocational colleges, great achievements have been made in speeding up their transfer and improving their strength, in particular, active and explor- atory reforms have been conducted in their managerial systems. Implementing two-level management is not only a necessity for their speedy development, and also a focus and bottleneck in deepening the reforms in their managerial systems. In doing so, it is strongly recommended that they should adhere to the policy of harmonious development, definite the power and duty of colleges and departments reasonably, work out the implementation schemes scientifically, perfect the monitoring and restricting systems, play the guiding role of testing and promote the mutual development of colleges and departments.
