摘  要:城市土地供应是政府进行土地资源合理配置、宏观调控城市土地市场和提高土地利用效率的重要手段。文章以湖北省武汉市为例,从土地结构配置效应、土地经济效应及土地公平配置效应入手,选取23个评价指标构建武汉市土地供应配置绩效评价指标体系,运用综合指数模型,对武汉市2004-2008年土地供应配置绩效进行定量的评价与分析。结果表明:近五年,武汉市的土地供应配置绩效水平处于中级阶段,土地数量配置尤其是工业用地比例较大,土地空间配置较不合理;土地供给改革带来的经济效益还比较薄弱。因此,应监控城市土地利用,探寻城市化过程中提高城市土地供应配置绩效的途径,为其他同类城市提高土地供应配置效率提供科学方法和理论依据。Starting with the effect of allocation of land structure,the effect of land economy and the effect of land fair allocation,the paper introduces the establishment of index system for performance evaluation of supply and the distribution of urban land of Wuhan based on the 23 appraisal targets; and it also makes an quantitative evaluation and analysis on the performance of supply and the distribution between 2004 and 2008 by using comprehensive index model. The result shows that in the past five years,the performance level of supply and distribution of urban land of Wuhan are at the intermediate stage; industrial land occupies a larger proportion; spatial arrangement of land is irrational; the economic benefits of the reform of land supply is still relatively weak. Therefore,the paper suggests that we should monitor urban land use; explore the channel to improve the performance of urban land supply and allocation in the process of urbanization; thus providing scientific methods and theoretical basis for other cities.
