摘　　要：努力培养和造就干部,是延安时期中国共产党领导的革命事业取得胜利的根本组织基础。延安时期中国共产党从思想上高度重视非党干部问题,并从加强对非党干部的管理、践行"三三制"、开辟党外人员发表言论的场所等实践方面加强非党干部队伍建设。这是延安时期中国共产党领导的革命事业取得胜利的重要保证。Cadre cultivation was the organizational foundation of the successful revolutionary cause led by CPC during Yan＇an Period （1935--1948）. The following measures strengthened the building of non-Party member cadre forces： the ideas of non-Party member cadres were paid great attention; the management of these cadres was reinforced; organizational system of ＂Party members-workers-peasants-intermediate elements coordination＂ was implemented; forums for these cadres to state their views were held. All these had safeguarded the success of the revolutionary cause.
