摘　　要：在金融危机肆虐、航运市场需求不振的情况下，2009年，中国造船业逆势而上，交出了一份漂亮的答卷．特别是民营船企的表现更是一枝独秀。然而，随着航运市场的持续低迷．造船业交船难、融资难、接单难的“三难”问题将进一步凸显。为此，全国政协委员、百步亭集团董事局主席茅永红呼吁对“有特色的民营船企”处置弃船给予更多帮助。＂Privately-owned shipping enterprises have been thrown in a disadvantage condition by the financial crisis, for which, dealing with abandoned ships has become a thorny problem.＂ Said Mr. Mao Yonghong to the reporter. ＂selling abandoned ships to the domestic shipowners would require ship yards to pay the deferred export tax refund and import tariffs, which in total would account for 30% of the price of the ship. Shipping enterprises find it hard to bear.
