摘　　要：介绍了虚拟水战略的内涵与策略制度,提出从资源条件、经济发展状况、社会调适能力、生态环境状况、技术水平与公共设施等5个方面,建立区域实施虚拟水战略适宜性的评价指标体系,旨在为缺水地区采用虚拟水战略以应对水资源短缺提供决策参考。The virtual water strategy is based on the advantage of regional water resources. From the comparative advantage of regional production, it is implemented to alleviate the water shortage and to raise the utilization efficiency of water resources in water deficient areas through the rational adjustment of industrial structure and the rational selection of trade patterns. However, the implementation of the virtual water strategy should have certain condition. An index system for practicability evaluation of the regional virtual water strategy was established from 5 aspects of resources condition, economic development level, social adaptive capacity, ecological environment, technology and public facilities. It would provide reference for the implementation of virtual water strategy in water deficient areas.
