摘　　要：科学发展观的第一要义是发展,核心是以人为本,根本方法是统筹兼顾。它为地方高校人才培养指明了方向。地方高校应以科学发展观为指导,以学生为本,以市场为导向,以特色求生存,促进自身全面、协调、可持续发展。The Scientific Outlook on Development takes development as its essence,putting people first as its core,and overall consideration as its fundamental approach.It has indicated the direction for talents cultivating of local higher institutes.Local higher institutes should take the Scientific Outlook on Development as the instruction,put students at first,take the market as the guidance,strives for the survival by the characteristic,and promote oneself comprehensive,balanced and sustainable development.
