摘 要:当前世界经济不景气背景下,企业为了生存既要千方百计降低人力成本,又要尽可能承担企业社会责任,人力资源管理面临前所未有的挑战。西部民族地区企业虽然受经济危机的影响程度相对东部企业要小,但应对危机的抗风险能力也普遍较弱,如何度过经济不景气寻找更好的发展机会是该地区企业人力资源管理必须面对的问题。笔者认为西部民族地区企业在人力资源管理中应采取以下策略:一是构建和谐劳动关系,提高企业凝聚力;二是有效培训,提高企业竞争力;三是抓住机会,适度人才重组,加大紧缺人才的引进,优化人力资源结构;四是强化员工职业生涯管理,提升企业绩效,增强竞争力。Enterprise survival depends upon controlling labor costs, while maintaining corporate social responsibility. Human Resource Management is critical to resolution of these unprecedented challenges, during the current global economic downturn. Enterprises in western ethnic areas are less affected by the economic crisis than their more prosperous eastern area neighbors, however their risk mitigation strategies to financial crises are generally weak. Survival during economic downturn and implementation of superior development opportunities are key management issues for enterprises operating in western ethnic areas. Enterprises in western ethnic areas should develop the following human resource management strategies : 1. Build harmonious labor relations to improve enterprise cohesion. 2. Implement effective training to enhance productivity and competitiveness. 3. Seize opportunities to restructure personnel properly and increased hiring of qualified personnel. This includes optimizing or in many cases implementing human resource management structures. 4. Strengthen employee career management and increase corporate performance as well as enhance enterprise competitiveness.
