摘　　要："政府伦理世界观"是"政府伦理世界"的道德自我意识,是"政府伦理世界"的"道德世界观",是政府这个"整个个体"的"道德世界观"。"政府伦理世界观"的本质是"政府伦理精神"。"政府伦理精神"是指公务员个体与政府组织整体相统一的、作为实体的政府的伦理意识和伦理意志的复合,是政府的"伦理精神"。政府伦理精神是政府自主性的体现,即作为主体的政府对自我存在和自我价值的积极认可,是自己支配自己、自己决定自己的自主性行为及其制度的总和。＇ Government ethic outlook＇ means both the moral self-consciousness and the ＇ moral worldview＇ of ＇ government ethic-world＇ , and it is also the ＇ moral worldview＇ of government as ＇ the whole individual＇. The essence of ＇ government ethic outlook＇ is ＇ government ethic spirit＇ , which refers to the unification of the individual civil servants and the government organizations and the compounding of both the government ethic-awareness and ethics-will as government entities. Government ethic spirit reflects the government autonomy, or the positive recognition of government＇s existence and value. It is the combination of autonomous actions and institu- tions of government＇s self-control and self-determination.
