摘 要:为完善地方政府人事制度的创新,提高政府行政工作效率,本文从制度经济学视角对地方政府雇员制的实施进行理性分析。首先,从制度创新的需求和供给角度分析地方政府雇员制度的实施已迫在眉睫;其次,从委托代理理论角度出发,探讨政府雇员制度的实施是完善公共管理多元化的重要体现;最后,本文运用成本交易理论,分析中国地方政府雇员制度切实可行并指出其完善对策。In order to improve the personnel system of local government innovation and enhance the efficien- cy of government administration, this paper shows a rational analysis on the practice of local government employ- ee system from the perspective of institutional economics. First of all, this paper approaches the great urgency to enforce the local institutional system both from demand for and supply of institutional innovation; Seondly, it expounds that the practice of local government employee system is an important manifestation of the pluralism of public administration in the light of principal - agent theory; Finally, this paper tries to explore the completed countermeasure of local government employee system by using of the cost of trading theory.
