摘 要:行政决策过程是理性因素与非理性因素的功能耦合过程,是理性因素统驭、支配和制约非理性因素的过程,亦是非理性因素诱导、调节、补充理性因素的过程。本文认为,非理性因素以动力机制、调控机制、认知机制三种不同的途径和方式影响理性因素的功能发挥进而影响行政决策,即通过诱导理性因素为行政决策提供源动力、决断力;通过调节理性因素、构建调控机制影响行政决策;通过弥补理性因素认识能力的不足,为行政决策提供智力支持。The administrative decision is a process of function coupling between the rational and irrational factors, a process of the rational factors dominating the irrational factors, and a process of the irrational factors inducing, regulating and complementing the rational factors. By means of dynamic mechanism, regulation mechanism and cognitive mechanism, the irrational factors affect the function of the rational factors and then have an effect on the administrative decision. From inducing the rational factors, the irrational factors provide source power and judge power for the administrative decision. From regulating the rational factors, the irrational factors have constructed a set of integration mechanism for the administrative decision. From making up for the deficiency of the rational factors, the irrational factors provide intellectual support for the administrative decision.
