摘 要:住房保障模式大致可分为实物补贴与货币补贴两种。基于住房过滤模型对两种住房保障模式进行的分析表明,实物补贴模式相对于货币补贴模式来说具有很多缺点。该模式会降低存量房利用率、增加政府负担、阻碍退出机制的建立并冲击房地产市场。因此,应按照家庭的收入情况等因素,将低收入家庭划分为不同的保障层次,发放不同金额的补贴,即实施住房货币化梯度补贴方案。在实施这一保障方案过程中,应重点做好以下几方面工作:一是增加存量住房供给,尤其是低端住房供给;二是大力发展房地产中介服务业;三是加快相关配套制度的建设。Generally,housing security model can be divided into two types:one is in-kind subsidies,the other is monetary subsidies.Analyzing the effects of them based on housing filtering model shows that in-kind subsidies have more drawbacks than monetary subsidies.In-kind subsidies can reduce housing stock utilization,increase the burden on government,hinder the establishment of exit mechanism,and impact negatively on the real estate market.Consequently,we should implement the program of monetary gradient housing subsidies.Firstly,according to different family income etc.,low-income families should be divided into different security levels.Then each of them will be given different quantity in housing allowances based on their different security levels.In the implementation process,we should focus on doing the following tasks: firstly,increase housing supply,especially the supply of the low-end housing;secondly,vigorously promote the development of real estate intermediary services;thirdly,accelerate the construction of supporting systems.
