摘　　要：随着我国高等教育的大众化和市场经济的发展,高校毕业生的就业形势日益严峻,初次就业率逐年下降。在就业率持续走低的同时,其就业质量也呈下降趋势:毕业生的起始工资相对下降;私营企业就业人数迅猛增加;中西部和基层就业的比例明显提高;劳动权益的受损逐渐显现;学非所用的矛盾日益突出。大学生就业问题的存在可能会影响国民经济和高等教育的发展及社会的稳定。因此,政府必须构建供求及匹配的战略性、市场性与保护性相结合的就业政策体系,以促进高校毕业生的充分就业并适度保障其就业质量。With the popularization of the higher education and development of the market economy in our country,the employment situation of the college students is increasingly serious.In addition,the initiate employment rate decreases year after year.As the employment rate has continued low level,its employment quality also decreases： the initial salary of the graduates correspondingly drops;the employment capacity of the private enterprise rapidly increases;the employment proportion of the midwest and grass-roots obviously increases;the damage of the labor rights stand out day by day;the contradiction of the ＂one does not do what one has learned＂ gradually appears.The existence of the problem of employment about graduates may affect the development of the national economy and higher education and the social stability.So the government must establish the supply and demand and the accordant employment policy system that integrate the strategy marketability and protectiveness to advance the sufficient employment of the graduates and properly ensure their employment quality.
