摘　　要：立足管制经济学中的社会性管制视角,建立二维社会性管制基本理论模型,在模型的框架下对城市防灾减灾的社会性管制特征进行系统分析。针对当前中国城市防灾减灾实践中存在的社会性管制制度的缺失与执行不力,认为只有加强政府的社会性管制才能有效解决中国城市防灾减灾问题。围绕外部性与信息不对称性对中国城市防灾减灾社会性管制政策进行了探讨。Urban disaster mitigation and prevention based on social regulation is discussed in this article. Firstly,the basic theory model of social regulation is established. And then the characteristics of social regulation are demonstrated. The lacks of social regulation in current practice on urban disaster mitigation and prevention in China are found out. So the social regulation of urban disaster mitigation and prevention in China must be paid much more attention to. Finally,some advices are put forward from both external effect and information asymmetry.
