美国电视分级制探析

摘　　要：20世纪90年代是美国电视节目暴力与低俗化趋势最为严重的时期。电视暴力与色情给美国带来诸多社会问题,引起了全社会的共同关注。克林顿执政期间,在美国政府推动下出台的美国电视节目分级制旨在降低电视暴力与色情等低俗内容对受众尤其是未成年人的负面影响,但美国特色的电视节目分级制舍本逐末,将控制低俗节目负面影响的责任由媒体转嫁到家长身上,因此未能也无法从根本上解决问题。时至今日,这项已实施十余年的制度仍处于不断完善之中。The 1990s witnessed the most deteriorating periods of time when American TV programs were plagued with violence and indecency. Various social problems occurred to draw the common concern of the American society as a whole due to the violent and pornographic TV programs. It is during the Clinton Administration that with the push of the American government the American TV Program Rating System was implemented, aiming to reduce the negative influence by the programs of violence and pornography to the audience, especially to the young people. However, the American Television Rating system attended to trifles and neglected the roles of supervision and control and granted this role to the parents, rendering the supervising and controlling of indecent TV programs an unsettled and unsolvable issue. Up to now, the system, which has been in application for about ten years, is still experiencing constant improvement.
