摘　　要：在世界经济全球化大潮和英语成为国际通用语言的形势下,非英语国家的语言传播政策都非常重视对内英语教育和对外语言传播。中德两国的语言传播政策各具特色,但出发点都是为了实现国家的语言战略利益。平衡对内英语教育和对外语言传播的利益需要综合考虑语言地位、民族文化认同和语言利益等因素。在制定语言传播政策时,要注意相关部门的协调、语言传播政策的利益平衡和语言传播全面、长远的规划。In the process of world economic globalization and English as the Lingua Franca, concerning language policy, the non-English countries attach great importance to domestic English education and language communication to foeign countries. The balance of the interest of domestic English education and language communication to foeign countries requires an integrited consideration of such factors as the language position, the identification of national culture and language interest. In making the policy of language communication, some relevant departments should act coordiantely So as to balance the interest in the policy of language communication and make a long-term and overall plan for language communication.
