摘　　要：从湖南省产业集群存在的问题入手,分析集群失效的原因,结合专业合作经济组织理论,探寻中小企业互助合作与竞争的实现途径,提出中小企业应通过组织创新来参与区域经济合作。This paper states the current problems of dustrial clusters in Hunan Province, analyzes the reason of cluster＇s failure, to pursue the realization routes for small and medium-sized enterprises to accomplishes mutual aid and competition, it suggestes small and medium-sized enterprises participate in regional cooperation by organizational innovation base on professional cooperative organizations theory.
