摘　　要：官僚制行政不可避免地面临着自身组织、权力和人的异化和社会变迁下的诸多困境。在此背景下,民主制行政从被历史遗忘的角落里重新被人发掘并成为一种新的替代性的公共行政范式。Bureaucratic system of administration inevitably faced with its own organization, power and people＇ s alienation and social change under a lot of difficulties. In this context, the democratic system of administration become a new alternative paradigm of public administration.
