摘 要:目前,农村中职免费政策正在逐步推进当中,然而,学界迄今仅有少数研究尝试预测该政策的绩效,对于其区域推进策略几乎未予关注。对此,本文通过对经发展水平存在巨大差异的两个县(市)的农户调查与比较研究显示:经济发达地区相对于落后地区的农户对免费政策的整体反应更弱,而且更显著地受到"子女学习成绩"的逆向影响,而与户主教育程度、家庭经济状况等因素无关。由此启示我们,农村中职免费政策不宜在全国不同发展水平的地区平均投入同时推进,而应对中西部贫困落后地区加大投入、优先推行;而且要在经济刺激之外,辅之以文化改造措施以改变不利于职业教育发展的文化环境。At present,the rural secondary vocational education free policy is carrying forward gradually,however,so far there is only few studies attempting to forecast the policy effects,and almost no one pays close attention on the regional advancement strategy in educational circles.In view of this,this paper gives an investigation and research comparison on peasant household in two counties(cities),which has huge difference in economy development level,this study shows that: the peasant household in developed economic areas are wholly reacting less on "free policy" than the peasant household in backward economic areas,and are remarkable influenced backward by the children's school record,these results are unconcerned with the peasant household's educational level and their household economic condition,and other factors else.From this,we can conclude that the rural secondary vocational education free policy is not suitable to invest on average and push on in the different development level area at the same time,but should increase investments and implement preferentially on the less developed poor areas in Middle West;and that complement culture reform measures besides the economy stimulation in order to change the culture environment which is unfavorable to the vocational education development.
