摘 要:如何正确认识和实施干部年轻化具有重大而深远的意义。年轻化不是"年青化,"实行干部年轻化应具体情况具体分析,因时、因事、因人而异。行政管理科学化与公务员职业的专业化,要求各级各类干部必须符合所任职位的相应标准,要有经历、能力及其它方面必不可少的、最基本的积累和发展过程;要从制度化及其功能的角度来审视和保证干部年轻化,逐级晋升制非但不会影响干部年轻化反而恰恰有利于干部年轻化;要特别注重社会文化与社会心理等行政生态环境因素在干部提拔使用中的影响和作用。Cadres'rejuvenation has farreaching significance, but the key is how to understand and implement it correctly. Rejuvenation doesnt mean younger, the practice of rejuvenation should be a concrete analysis of specific situations, and choose different methods according to different time, situation and person. Seientifieation of administration and specialization of civil service require that types of cadres at all levels must have corresponding standards of their positions, and there must be experience, ability and other aspects essential to the most basic of accumulation and development process. We have to examine and ensure cadres'rejuvenation from the view of institutionalization and functions. The system of grade - by - grade promotion will not affect but will be conducive to rejuvenation. We must make special emphasis on the influence and roles of social cultural, social osychological and other factors of administrative ecological environment in cadres'promotion.
