摘　　要：从终极所有权的角度出发,以政府管制与企业价值之间的关系作为研究内容,首先界定政府管制、终极所有权与企业价值的概念与内涵,继而深入剖析政府掌握终极所有权与企业价值的内在关系以及现实意义。研究认为,在我国当前特殊的经济发展阶段,政府掌握终极所有权的股权结构有利于提高企业价值。The paper makes a study of the relationship between government regulation and enterprise value from the perspective of ultimate ownership. It defines the conceptions of government regulation, ultimate ownership and enterprise value, and analyzes the inherent relationship between government regulation and enterprise value and its realistic significance. It thinks that at the special economic developing stage, government ultimate ownership structure contributes to the increase of enterprise value.
