摘 要:"公民"和"公民教育"概念均非一成不变的固定范畴,其内涵的演变可以从历史变迁和社会文化差异两个方面予以说明。公民概念具有历史特殊性和文化特殊性,同时公民身份、公民教育内涵的普适性也是毋庸置疑的。公民教育只能是造就积极的现代公民的教育。各国公民教育固然应该依据自己的实际情况去设计,但是以公民行动能力培育为核心目标的现代公民教育设计应该成为公民教育的共识。The concept of "citizen" and "civic education" are not fixed category without any change, whose evolution of connotation can be stated from the aspects of historical transition and social cultural difference. No matter bow special the things are, they have their generality. And the universality of the connotation of citizenship and civic education is beyond all doubt. Civic education can only build up active and modern civic education. Although the civic education of various countries should be designed according to their own situations, the modern civic educational design with the cultivation of the citizens' action competence as the core objective should become the common sense.
