健全农业生态环境补偿制度的若干问题探析

摘　　要：农业生态环境补偿制度以农业的生态环境功能与利益机制的结合作为理论基础,以我国当前的农业政策和补贴制度作为现实依托。制度内容方面,目标定位应具有顺序性和差异性,其管理主体和补偿主体应当以农业为核心予以明确,同时加大农业补贴资金量,优化资金结构并转变补偿资金的使用方式。Agricultural eco-environment compensation system should be theoretically based on the combination of the ecological-environmental function of agriculture and interest mechanism, and be practically supported by current agricultural policies and agricultural subsidies system. Its targets should be arranged discrepantly in sequence. And it is definitely important to make clear the definition of the administrative subject and counterpart in this system, to increase the amount and to optimize the structure of agricultural subsidies, and also to change the pattern of utilization of compensation funds to be used.
