金融危机背景下中国农村教育发展的政策选择

摘　　要：美国的金融危机正在诱发全球性的经济动荡。由于中国经济发展背后存在国际打压势力,经济全球化进程中存在不安全因素和经济增长模式存在结构性隐患,中国具有爆发全面性经济危机的潜在因素。经济危机的出现,可能导致教育经费预算紧缩、入学率下滑和质量下降以及知识青年的失业率增加。在经济危机时期投资于农村教育有助于近期拉动内需增长,全面促进社会公正,大量累积人力资本。在政策选择上,应实施农村中小学危旧校舍改造和基本办学条件配备工程,全国性的农村教师特设岗位计划和青壮年农民及农民工职业技能培训计划。American financial crisis has begotten global economic turmoil.There are three potential factors which can make a comprehensive economic crisis happen,that is there are international pressing forces behind China＇s economic development,there are insecure factors in the course of economic globalization,and there are structural hidden troubles in China＇s economic growth model.When economic crisis happen,it may lead to education budget deflation,enrollment and quality decline,and unemployment rate rise of young intellectuals.Investing in rural education in the era of economic crisis will stimulate domestic demand growth in the near future,will promote social justice comprehensively,and will accumulate a large number of human capitals.As to policy choice,the Administration should implement rebuilding project of dilapidated school buildings in rural primary and secondary schools and outfitting project of basic conditions for school running,special posts plan for rural teachers in nationwide and vocational skills training plan for green farmers and migrant workers.
