摘  要:完善的金融消费者保护体系是决定一个国家金融业国际竞争力的重要因素,也是维护金融安全与金融稳定的重要保障。次贷危机表明,金融消费者保护不足是导致危机发生的重要原因之一,美国政府及国会将金融消费者保护作为后危机时代金融监管改革的重中之重。结合我国实际,本文建议加快完善我国金融消费者权益保护体系,及时制定或修订相关法律法规,以"金融消费者保护"取代窄口径的"存款人保护"概念;适时建立金融消费者保护机构;建立金融消费者投诉处理机制与程序;建立金融消费者投诉数据库;不断加强消费者金融知识教育。A Sound consumer finaneial protection system is an important factor to determine a country's financial industry in intemational competitiveness,and also is an important guarantee for the financial security and financial stability .It is proved that lack of consumer financial protection is one of the main factors to lead to the subprime crisis. The U. S. government and Congress take the consumer financial protection as a top priority in financial regulatory reform in the post-crisis era. Based on these experiences and lessons, combined with China's reality, the paper recommendes to accelerate the improvement of China's consumer financial protection system, formulat or amend relevant laws and regulations timely. The paper also suggests that the narrow concept of "de- positor protection" should be replaced by the " consumer financial protection" , and the consumer financial Protection institutions, mechanisms and procedures for handling consumer financial complaints, the consumer financial complaints database shoule be established timely. In the long run, consumer financial knowledge and education should be integrated into the national basic education.
