摘　　要：教育政策执行偏离的深层动因是一个亟需探讨的问题,利益分析提供了一个崭新视角。从利益角度,依据"公共选择理论",通过探讨教育政策执行过程中执行主体与客体各自利益追求的特点,以及在利益追求与实现过程中所引发的利益矛盾和冲突的类型,揭示了利益是教育政策执行偏离的根本动因,而利益矛盾和冲突则是教育政策执行偏离的直接动因,这为教育政策执行偏离的矫正提供了理论基础。The underlying cause of the deviation from the education policy implementation is an urgent issue deserving discussion and the interest analysis provides a new perspective for it. From the angle of interest and based on the ＂public choice theory＂, it is revealed that interest is the fundamental cause of the deviation from education policy implementation, while the contradictions and conflicts of interest are the direct causes of it after the interestpursuing characteristics of the subject and the object during the course of education policy implementation and the types of contradictions and conflicts resulting from pursuing and achieving interest are discussed. This provides a theoretical basis for the correction of the deviation from education policy implementation.
