摘　　要：基于FMEA建立安全生产应急管理标准化实现成本分析模型,运用文献检索的方式识别安全生产应急管理标准化的关键障碍,并以国内100家小型企业实施安全生产应急管理标准化为例,估算应急管理标准化实现成本,说明模型有较好的可行性和实用性,同时,根据风险优先度对关键障碍重新排序,指导政府调整相应的政策,从而保证安全生产应急管理标准化的有效性。This paper establishes a model of cost analysis based on FMEA, and reviews literature to identify the key barriers of workplace emergency management standardization Then taking 100 small enterprises that have implemented workplace emergency management standardization as examples, the authors estimate the cost of achieving emergency man- agement standardization and prove the model has solid feasibility and practicality. Meanwhile the key barriers are re - ar- ranged on the basis of risk - based priorities, to guide the adjustment of relevant policies made by the government, and in turn to ensure the effectiveness of workplace emergency management standardization
