中西部民族地区产业结构优化调整的对策研究——基于恩施自治州的实证分析

摘　　要：通过对中西部民族地区具有典型意义的恩施州的相关资料分析发现,中西部民族地区第一、二产业发展严重滞后,其经济增长主要依赖于第三次产业的拉动和贡献,而且波动较大。从产业结构比重、产业结构变动度、产业结构转换速度、产业结构偏离分量等指标来看,中西部民族地区产业结构呈"三一二"发展格局,产业结构严重失衡、素质较差,而且处于激烈的演变过程之中,向合理化方向演进的空间极大。为此应采取推动涉农产权改革,适度发展规模经营,加快建设现代农业;以工业园区为主要载体,加大支柱工业的发展力度,逐步提升和强化工业的主导地位;加大与第一、二次产业的联系,重点发展新兴服务业,提高服务业整体效率和服务水平;重点投资和推动职业教育,培养和提高劳动者素质,以满足产业结构优化调整需要等措施来优化调整中西部民族地区的产业结构。By analyzing correlative data of the typical Eng-shi in central and western minority nationality regions,the author notes that in central and western minority nationality regions,the development of the primary and secondary industries is seriously backward,so its economic growth mainly depends on the tertiary industry＇s contributions and is quite unstable.According to the industrial structure＇s proportion,transformation degree,change speed and deviatoric component,the industrial structure of central and western minority nationality regions can be described as ＂Tertiary-Primary-Secondary＂,which is extremely unbalanced and of relatively poor quality,but equally it is in rapid change and with far too much room for improvement.To optimize and adjust the industrial structure of central and western minority nationality regions,the following actions must be taken： promoting agriculture-related property right reform,developing scale operation in an appropriate degree and advancing agricultural modernization;taking industrial park as main carrier,enhancing the development of pillar industry and gradually promoting and strengthening the leading position of industry;increasing the connection between the tertiary industry and the primary,secondary ones and mainly developing burgeoning service industry,improving the service industry＇s overall efficiency and service level;and mainly putting money in professional education and promoting its development,improving the quality of workers.
