摘　　要：实施"大预算"管理对提高企业竞争力,促进企业可持续发展,实现企业整体利益最大化具有十分重要的意义。根据"大预算"管理的指导思想、管理的理念及管理方法,结合中国石油天然气集团公司及各地区公司的客观实际,提出了油气田公司实施"大预算"管理的基本要求以及"8个全面化"的具体措施,即应做到主体、客体、作业过程及费用要素、控制过程、实施者、控制手段、配套预算以及"硬管理"与"软环境"相结合。Implementation of the comprehensive budget management system has very important significances for improving competitiveness,promoting sustainable development and maximizingo verall profits for enterprises.According to the guiding ideology,m anagement theory and management methods of comprehensiveb udget,combined with the actual situations of the branch companies subordinated by CNPC,the basic requirements and concretem easures of branch companies for implementing comprehensiveb udget management are analyzed.It is suggested that the companies should build comprehensive management on subject,object,o peration process and element of expenditure,control procedure,i mplementer,control means,corresponding budget and combination of strict management and relax environment to ensure thes mooth implementation of the comprehensive budget managements ystem.
