摘　　要：无论是基层岗位自身的公益性,还是我国当前社会职业趋高级化过程中凸显到基层就业的公益特征,都折射出引导和鼓励毕业生到基层就业是一项具有阶段性公益意义的举措。在进一步建立和完善鼓励毕业生到基层就业政策时,要重视这个阶段性公益特征,充分发挥政策的导向和激励作用,使基层成为毕业生就业的广阔天地。Both the commonweal characteristics implied in grass-root organizations themselves and the commonweal characteristics shown in such organizations in the present tendency toward pursuing high-ranking positions in our country＇s job markets suggest that it is a commonweal measure at the present stage to encourage graduates to obtain employment in grass-root organizations. During the course of establishing and improving the policy to encourage graduates to get employment in grass-root organizations importance should be attached to the policy-leading and policy-encouraging effect so as to make the grass-root organizations a large space for the employment of graduates.
