划转院校的困境与特色发展之路——西安建筑科技大学的实践与探索

摘　　要：在日趋激烈的高等教育竞争中,划转院校处于新的管理体制和隶属关系之中,在人才培养、服务面向、办学定位等方面也面临着如何走出特色发展之路的挑战和考验。受区域发展不均衡和资金投入不足的影响,西安建筑科技大学克服重重困难,自1998年划转以来,不断调整和优化学科结构,增强科研创新能力,建立特色鲜明的人才培养体系,坚持走特色办学道路,为行业、地方服务做出了重要贡献。In higher education competition, transferred universities are in the new management system and subordinate relationship. They are faced with such challenges and ordeal as how to form a distinctive development path in talent cultivation, service orientation and orientation of education of the university. Affected by the unbalanced regional development and lack of capital investment, Xi＇an University of Architecture and Technology has overcome difficulties, adjusted and optimized the structure of disciplines constantly, enhanced scientific innovative capacity and established the characteristic system of talents cultivation, and made significant contribution to industry and local service, sticking to characteristic path of education, since it was transferred to provincial govemment in 1998.
