战略环境影响评价与长株潭“两型社会”建设

摘　　要：长株潭城市群作为国家建设"两型社会"的宏大的改革试验场,肩负着实践国家政策的示范和引领重任。战略环境影响评价是"从源头和过程控制"战略思想的集中体现,是长株潭"两型社会"建设必须利用好的手段和必须抓住的机遇。长株潭推行战略环评有其特殊性,同时也面临着很多的困难。为了推行长株潭城市群的战略环评,特提出了具体措施。As the important reform-base of the construction of Chinese two-oriented society, Chang-zhu-tan urban group is a demonstration of practice, and plays an important role in the construction. Strategic environment assessment （SEA） is the intensively expression of the strategic thinking ＂to control it from the source and process＂, and is a good method to construct Chang-zhu-tan two-oriented society. In the process of construction Chang-zhu-tan two-oriented society, we have many difficulties to solve. To carry out the strategic environment assessment of Chang-zhu-tan urban group, this paper puts forward some concrete suggestions.
