大型科学仪器购置建设中的问题分析

摘　　要：大型仪器建设规划及购置阶段存在的问题,正是造成仪器购置以后利用率低的重要原因。其中主要问题在于仪器规划的论证过程不严谨,招标评标专家库建设不完善等方面。解决这些问题的主要途径是相关仪器建设论证规章制度的严格执行,以及增加评标专家库专家数量和细化专业类别。During the purchases of the expensive instruments, there exist many problems that result in the low utilization efficiency later. The main problems are the non-strict evaluations of the instrument project, and the defects on the establishment of the expert database. To solve these problems, the rules of the evaluation of the instrument project must be abide by, the experts amount of the database need to be increased, and the specialist should be more particular.
