摘　　要：应用模糊决策理论，将发明专利申请、审查过程中发明创造性的判断置于统一量纲之中，提高科学决策的程度和水平，试图完成由定性到定量判断发明创造性的转变。Use the theory of fuzzy decision and put the judgement of inventieve creation in application and examination of inventive patent, to inhance the level of the scientific decision and try to perfect the transformation from the qualitative judgement of inventive creation to quantitative one.
