摘 要:《国家中长期教育改革与发展规划纲要(2010-2020年)》(征求意见稿)第一次正式提出"教育公共治理",预示着我国教育管理体制改革的方向。其中,教育行政职能转变是关键环节。本文对我国教育行政环境和部分地区教育局职能履行状况进行分析;并结合SWOT分析工具,提出我国公共治理范式下地方教育行政部门职能转变可选择的战略组合。National Outline for Medium and Long-Term Educational Reform and Development (2010-2020) first officially puts forward "education public governance", which indicates the reform direction of China's educational management system. In the process, functionality change of educational administration is the key factor. The article investigates the situation of the functional position and implement in educational administration organization, consciousness and ability of schools' self-development, and the situation of current educational social organization development. Furthermore, the thesis analyses educational administration environment in China and functional implement in educational bureau of T-district in Zhejiang province, and through applying SWOT analysing instrument, puts forward the selective stratagem for functionality change of local educational administration from the public management paradigm and suggestions for local government to select proper stratagem model according to the reality.
