摘 要:目前中国生态工业园的建设还处于试点阶段,缺少一套可操作性的科学的评价指标体系来指导其建设与发展。对此,通过研究生态工业园的生态主导因子,从已建立的生态小区共性评价指标体系中,优化出套生态工业园的评价指标体系。以宜宾五粮液集团有限公司为具体研究对象,应用层次分析法建立了评价指标体系中各指标的权重,通过建立因素集、评价集、权重集和隶属函数,建立了3级模糊综合评价模型,对该工业园区进行综合评价,从而验证了该评价指标体系的可操作性。Eco-Industrial Parks (EIPs) is one of the important domains in sustainable development research. The scientific and com- prehensive evaluation of EIPs will promote the amelioration and development of native EIPs. In recent years, the country has been establishing the experimental units of EIP in the regions that concentrated with industry enterprises. To date, however, a scientific and applicable evaluation indicator system has not been established. In view of this, an effective evaluation indicator system of EIPs is constructed through the study of dominant ecological factors of EIPs. This indicator system includes 5 arterial indexes, 11 secondary indexes and 28 triple indexes. These indexes inflect the main features of ecological system scientifically and comprehensively. The authors have chosen Wuliangye Group Co. Ltd for case study. During the evaluation process, weights of evaluation indexes have been obtained through analytic hierarchy process model. In the study, the authors have estab- lished the factor set, evaluation set, membership function and evaluation matrix. The three-level fuzzy comprehensive evaluation model was then built up. The evaluation on the industrial park was accom- plished comprehensively with maximum membership degree. By this way, many fuzzy factors in the indicator system can be evaluated scientifically and quantitatively. In addition, both qualitative and quantitative indicators could be reconciled to reach the same conclusion. The results show that the sustainable development level of Wuliangye Group Co. Ltd. is "excellent" in general. However, some of the industrial processes are still expected for improvement. Cleaner production, ecological industry chain and resource recovery should become the common directions and goals for the amelioration and development of native EIPs. The evaluation indicator system of EIPs is beneficial to both theory and practical aspects of sustainable development.
