标准化视角下安全生产应急管理目标实现机制

摘　　要：在有限的条件下提高安全生产应急管理水平,存在自创式和共享式两种典型的路径选择;实施管理标准化具有贴近最优模式与节约管理成本的双重优势,不仅被实践所证实,而且成为发展趋势。安全生产应急管理目标的实现路径是从现实模式向目标模式的逼近过程,在此过程中,同一现实模式内部、不同现实模式之间的持续改进机制是共享的基础,管理体系运行结果与管理目标的协调机制使应急管理的经济、技术和社会性得以统一。There are two kinds of typical path to improve the level of workplace emergency management under limited condition,that are created one and shared one;the implementation of management standizationg has double edge that closing to the optimal model and saving management cost,that has not only been confirmed by practice but also becoming a trend;the realization path of workplace emergency management objectives is the approximation process from the current model to the target model,in this process,the continuous improvement mechanism among the internal of one current model and the different current models is the basis of sharing,the operation result of management system and the coordination mechanism of management objectives make the economic,technical and social nature of emergency management can be unified.
