摘　　要：阐述新医改背景下公立综合医院战略绩效管理的内涵和要求,分析公立医院实施战略绩效管理所面临的主要问题。在综合医院组织管理框架基础上设计战略绩效管理组织框架,探讨该框架中组织领导、统筹协调、协助配合、监督执行、具体实施等5个组成部分的责任,提出增强战略绩效管理组织责任体系的建议。The concept of strategic performance management of public general hospital on the background of the new medical reform is introduced.And the major problems of implementation of strategic performance management in public hospital are analyzed.And the organ-izational framework of strategic performance management on the base of the organization and management framework in the general hospital is designed.Then it is discussed the responsibility of leadership,coordination,cooperation,monitoring and implementation.In addition,some suggestions on enhancing the organizational responsibilities system of strategic performance management are made.
