新形势下高校应急管理工作面临的挑战与对策

摘　　要：各种自然灾害以及人为造成的各类突发公共事件是当今社会的一大问题。如2009年9月份以来,我国部分高校爆发了聚集性甲型H1N1流感疫情,对高校的应急管理工作提出了新的挑战。作为社会公共事业领域的重要组成部分,高校的稳定不仅关系到自身的发展,更关系到广大师生甚至众多家庭的安全、稳定、和谐,还将对整个经济社会发展产生广泛而持续的影响。因此,建立健全应急管理机制,加强应急能力建设,完善系统的应急对策,是高校面临的一项重要任务。Various natural disasters and emergency events made by human have become hot issues in contemporary society.For example,influenza A （H1N1） has broken out in some universities in China since September,2009.And this severe situation challenges emergency management in the university.As an important section in the domain of social affairs,university＇s stability is not only related to its development,but also concerned with security,stability and harmony to numerous teachers,students and families.Furthermore,the stability will influence the development of economic society extensively and continuously.Therefore,it is a major task for the university to establish and improve system of emergency management,strengthen capability of emergency management and perfect strategy of emergency system.
